Hopeful bug fix for problem in LineItem.cs: System.IndexOutOfRangeException in Nox.Amuse.Management.LineItem.GetFormattedLineRuns() All other Index operations believed safe... Updated Credits.rtf with reference to help provided Patashu in #techfurs over the above problem and Kistaro's patch

Moved shared colours in to its own ResourceDictionary and referenced from App.xaml CharacterWorldIndexData now using 'CharactersBlue' colour Improved Visual Design of LibraryTab.xaml. Added highlight box around Add First World and Character option. Removed controls that will not function in next shipping version. Applied WindRider's OutputPanel patch. Scrolling when not viewing the current tab now functions. Text does not scroll when reviewing the older text in the output buffer. Extensive work on the Wizard system along with the Add First World and Character Wizard, incomplete.

Description:
Fixes tab scrolling behavior.

OutputPanel.xaml.cs
Changed semantics of LastKnownPosition
Added WasReviewingBuffer to support new feature
Fixed scrolling behavior- messages will not rip the scroll bar away from a buffer review, but will continue to scroll when at bottom; tab switches don't interfere

This change implies the following should be added as work items
TODO: Add blinkie to indicate new message off the bottom of the screen
TODO: Make non-active tab blink on new message
TODO: when we eventually have a configuration screen, make scroll behavior and blinkie configurable
